Overall Assignment Description:
The primary duty of the Functional Specialist/Advisor is to provide executive level advisory services to the Secure Operations Group (TO) Leadership.
Duties shall include:
The Contractor shall recommend and define processes that are not currently in place or make recommendations to improve those processes currently in use.
The Contractor shall serve as Subject Matter Expert (SME) in recommending strategies to implement in ensuring continued progress for each Secure IT Operations Board project or activity.
The Contractor shall serve as SME in recommending messaging to ensure successful Project Management best practices are incorporated and recommending implementation for ongoing messaging based on organizational feedback and assessment.
The Contractor shall serve as SME in Business Analytics/Continual Service Improvement (BA/CSI) through the assessment of CIO-Ts current processes as well as providing analysis, advice, options, and recommendations on improving the implementation and integration of CIO-Ts service management processes.
The Contractor shall produce written reports, presentations or other artifacts as required by the Government for each task assigned and shall support briefings and meetings to discuss recommendations.
The Contractor shall build productive relationships with senior leaders, the general workforce, and other collaborating partners.
The Contractor shall provide strategic recommendations and subject matter expertise to develop, plan and implement a BA/CSI program, utilizing industry best practices for business intelligence and analytics.
The Contractor shall advise Senior Leadership and the workforce on best practices for IT Service Management.
The Contractor shall assess the maturity of CIO-Ts current Information Technology Information Library (ITIL) based processes and recommend improvements to those processes.
The Contractor shall provide subject matter expertise in recommending reporting methodologies of IT Service Management performance metrics through interactive reporting tools.
The Contractor shall provide subject matter expertise to ensure continual service improvement of processes and activities facilitating their incorporation into CIO-Ts business, processes, activities and schedules.

MANDATORY SKILLS: Required Skills
20+ years of progressive experience in a distinct functional business area or cross-functional business area (i.e. Information Technology, Engineering, Business, or Management). Experience may be broad-based crossing multiple market experience (i.e., Government or industry)
Experience leading organizations in the implementation of Capability Maturity Models-Integrated (CMMI) and the registration of International Organization for Standardization (ISO) Management Systems.
Experience advising executive-level clients. Experience directing the activities of specialists or other staff as necessary on activities related to the specified field or discipline.
Education: Masters Degree within a related field (Technology, Management, or Business)
Certifications: CMM(I) Lead Appraiser, ISO Lead Auditor, Six Sigma, and ITIL

OPTIONAL SKILLS: Desired Skills
Highly specialized knowledge of , Department of Defense, and offices and programs
Executive Masters Degree within a related field (Technology, Management, or Business)
